The on-going enlargement of Europe affects collective bargaining in all European
countries, whether or not they are EU members. Comparing provisions in collective
agreements is becoming increasingly important for negotiations in individual
countries, because of the single currency used in many EU countries and on-going
enlargement discussions. For several years now there have been initiatives in the
ETUC and other European federations to co-ordinate collective bargaining and
demands. These initiatives make it necessary to look at collective bargaining issues at
European level. In recent years EMCEF has developed its own initiatives, which need
to be maintained and extended.
Objectives of the Coordination of Collective Bargaining committee
The main role of the collective bargaining committee is to support member
organisations in co-ordinating national policies. The co-ordination is intended to
achieve and safeguard a high level of collective provisions for workers in all EMCEF
sectors. Co-ordination and the exchange of information should prevent differing
national provisions and levels being used as an argument to weaken collective
agreements. Increased regional co-operation between member organisations plays a
particularly important role. Information about the various systems covered by
collective bargaining is necessary, and makes it possible for us to support each other
and reach agreements amongst ourselves. European aspects should be co-ordinated
with other member organisations where necessary and appropriate.
The purpose of co-ordination is to provide:
- Up-to-date information from member organisations about existing agreements,
- Information and advice regarding upcoming negotiations, including topics being discussed and demands being made,
