The High Level Group (HLG) on competitiveness, energy and environment has been created with the aim to propose actual recommendations regarding urgent matters such as the improvement and the implementation of the European legal framework in the field of energy, a more rational use of resources by the energy-intensive industries, the energy effectiveness or the functioning and the review of the EU system of emission trade.

The HLG is composed by representatives of high level for the concerned partners (ETUC is represented by its General Secretary, John Monks. Its mission is to strengthen the coherence between political and legislative initiatives and to contribute to the implementation or a more stable, more foreseeable and more competitive regulatory framework. The Commission estimates that only a global approach of all the elements belonging to the energy chain and of the three objectives that are security of supply, environmental protection and upholding of competitiveness could produce sustainable positive effect as suggested in its recent Green Paper on Energy.
